Electronic Case Reporting

Vermont Department of Health uses the HL7 electronic initial case report (eICR) standards (R1.1 and R3.1) for electronic case reporting (eCR) to support the new CMS Promoting Interoperability regulations for eCR. It is these standards that we will use to eventually eliminate manual reporting requirements. We also require the use of APHL AIMS and the Reportable Condition Knowledge Management Systems (RCKMS) to ensure appropriate reporting.

Declaration of Readiness

In May 2022, Vermont declared readiness to receive eCRs from healthcare organizations (HCOs) eligible for the CMS Promoting Interoperability Program (PIP). Additionally, on May 30, 2023, Vermont declared readiness to receive eCRs from CMS Merit-Based Incentive Payment System (MIPS) program-eligible clinicians and ambulatory providers.

Syndromic Surveillance

The Vermont Department of Health has the capacity to accept electronic data from hospitals that meets standards for syndromic surveillance. This capacity is being achieved through the department’s adoption of BioSense 2.0, a syndromic surveillance system developed by the Centers for Disease Control and Prevention (CDC). The department is not currently accepting syndromic surveillance data from Eligible Professionals.

Sharing & Data Use Agreement

Eligible Hospitals wishing to enroll in this new syndromic surveillance program must first sign the BioSense 2.0 Vermont Information Sharing & Data Use Agreement (DUA). A template DUA can be found below.
