Vermont's Environmental Justice Law

Vermont's Environmental Justice Law (Act 154 of 2022) seeks to identify, reduce and eliminate environmental health disparities to improve the health and well-being of all Vermont residents.

The purpose of Vermont’s Environmental Justice Law is to ensure all Vermonters, regardless of race, cultural background, or income, have equitable access to environmental benefits. It also seeks to protect communities from disproportionate environmental burdens.

Agency Coordination and Health Activities

The Environmental Justice Interagency Committee is made up of representatives across state agencies, including the Health Department. The Committee works with an Advisory Council with representatives from focus populations. Together, group members guide agencies on how to carry out the Environmental Justice Law.

The Health Department is implementing this law with:

  • Environmental Benefits Spending Reports: Starting in 2026, all Vermont agencies covered under the law are required to report environmental spending. Read the Health Department's 2026 Environmental Benefits Spending Report.
  • Community Engagement Guide update: Health's Community Engagement Guide, created by the Office of Health Equity Integration, will be updated in the coming year.
