A Note from the Chair

Dear Colleagues,

Several years ago, the Vermont Board of Medical Practice created a special type of closing letter in honor of Dr. Marga Sproul, a family medicine physician, educator, and longtime board member who has dedicated nearly 50 years in the service of Vermonters. Dr. Sproul is an avid supporter of provider well-being, recognizing its essential role in improving the health of our communities.

Throughout our work reviewing complaints brought before the Board, we have often found not only an absence of unprofessional conduct, but compelling evidence that the licensee had gone above and beyond in delivering exceptional care. Dr. Sproul felt that in such cases, a standard form letter stating that no unprofessional conduct had been found was insufficient and it failed to acknowledge the outstanding professionalism and the high level of care demonstrated.

In response, we developed what we now call the Marga Sproul Letter—a letter of gratitude and commendation sent to licensees in cases where the care provided truly exemplified the highest standards of our professions.

The past six months have been particularly challenging for healthcare in Vermont: from uncertainty surrounding federal funding and the opioid crisis, to hospital financial instability and persistent health inequities among vulnerable populations. And yet, during this time, we have issued more Marga Sproul Letters than ever before, a reflection of the extraordinary commitment and compassion of Vermont’s physicians, physician assistants, podiatrists, anesthesiologist assistants, and radiologist assistants.

On behalf of the Board, I want to extend a heartfelt thank you. Your dedication, resilience, and integrity do not go unnoticed. You are essential to the well-being of our state, and we are deeply grateful for all you do.

Sincerely,

Rick Hildebrant, MD, MBA

Practicing Medicine Without Completion of Accredited Residency Training?

Twelve states have now passed laws that provide new pathways to licensure to practice medicine for foreign-trained physicians who have not completed a US residency. A national debate on this topic arrived in Vermont when a bill was introduced in the Vermont Senate in late April.
